    Chu Kochen once proclaimed Guidelines for Higher Education during his term of office in Zhejiang University. He regarded "The selection of outstanding poverty-stricken students into university is one of the main targets in a country´s educational policy" as one of the three guidelines in higher education, and immediately drafted the proposal Plan of Enrolling Scholarship Students. For those poor students, solutions to tuition problem reflected the idea of "Peopleoriented" mostly.

    The caring for students could be fully revealed through the behaviors of offering a hotel room to a girl who slept out on the street and giving lifts to typhoid-suffered student who studied in ZJU attached middle school. In order to relieve the economic burden of Professor Su Buqing, Chu Kochen asked for the honor of "ministry-employed professor" for Su Buqing from the Ministry of Education, which heloped double his salary. He also let two kids of Su live in the attached middle school and gave them a meal fee remission. By helping increase Su´s salary, Chu Kochen demonstrated the principle of "People oriented". "Babysitter of ZJU" was a real image of Chu as he cared about progressive teachers and students under enormous political risk.

    He once noted a student called Shao Quansheng 18 times in his diary from 1945 to 1947. Chu Kochen kept asking for information about Shao and trying to rescue him. He also wrote to the student’s father, telling him the recent situations. Finally in September 1947, Shao Quansheng was acquitted of a charge. Based on his big love, President Chu Kochen asked everyone "to do something in social service, to be the leaders of every field and to develop our country till the top of the world".

    Chu´s objective of university education is not just about "fostering professionals such as engineers or doctors" but to cultivate future leaders who are "selfless, faithful and firm" with capacity to hold important positions, regulate morale and determine the fortune of the country, a.k.a. "countrycentered" talents. Without taking teachers´ and students’ profits into consideration, the blind stress of "country-centered" idea would merely be hollow words, which violated the spirit of "seeking truth".
